Successful strategy implementation requires more than corporate strategy documents—it demands practical strategy frameworks that translate high-level strategic direction into actionable decision rules for every team. By combining top-down corporate strategy with collaborative team-level implementation, organisations can bridge the strategy implementation gap between strategic intent and operational reality.
Mark Blackwell, Arkaro
Has your organisation invested in corporate strategy only to see it stall in implementation? You’re not alone. Research shows only 28% of executives can list three of their company’s strategic priorities, and less than 60% of organisations align decisions with their strategic direction.
The Implementation Challenge
Early in my career, I experienced the gap between impressive strategy presentations and practical guidance firsthand. While working for a family-owned company during acquisition by a global corporation, I submitted a half-page list of practical decision rules that guided our business. The executives were impressed: “This is refreshing. We can actually see how you make decisions.”
Later, at my first strategy town hall with that same corporation, I sat through a beautifully designed presentation but left wondering: What exactly should I do differently tomorrow?
The disconnect was clear: corporate strategy often defines what an organisation aims to achieve but provides limited guidance on how teams should contribute. This implementation gap isn’t caused by poor analysis, but by the missing translation layer between high-level direction and day-to-day decisions.
Two Complementary Approaches to Strategy
Traditional corporate strategy consultants provide valuable market analysis and high-level direction. They typically operate at the corporate level, delivering expert recommendations that establish the strategic foundation, typically with a “do it for you approach”. This work is essential and creates the necessary corporate direction.
Arkaro’s “do it with you” facilitating approach doesn’t replace this corporate strategy work—it explicitly builds upon and extends it. We operate at the team level throughout the organisation, helping teams translate high-level direction into practical decision frameworks tailored to their specific contexts. Rather than competing approaches, these are complementary layers of a complete strategic architecture that reinforce each other:
1. Corporate Strategy sets the overall direction, market positioning, and resource allocation guidelines
2. Team-Level Strategy Frameworks translate this direction into practical decision rules adapted to specific contexts
This combined approach enables corporate leaders to be confident their strategic direction is being implemented effectively, while team members understand how their daily choices contribute to broader objectives. When organisations have already invested in corporate strategy, our work enhances and amplifies that investment rather than replacing it.
We believe that when people don’t implement strategy effectively, it’s rarely due to unwillingness or incompetence. More often, it’s because they lack clear guidance on how to translate corporate objectives into daily decisions—and that’s precisely where our facilitation approach adds value. Of course, the added sense of ownership that comes from being part of design, will only work to improve successful implementation.
Nested Strategy Frameworks: The Missing Link
The key to bridging this gap is what we call “nested strategy frameworks.” Different levels of an organisation face different bottlenecks and constraints:
- The corporate bottleneck might be market position
- A manufacturing division might face capacity constraints
- A regional sales team might struggle with customer relationships
Each level needs its own strategy framework that:
- Takes corporate goals as aspirations or constraints
- Identifies their specific bottlenecks to contributing to these goals
- Creates clear decision rules for their context
- Develops appropriate metrics to track progress
Organisations that implement nested strategy frameworks see measurable improvements in cross-functional alignment, decision-making speed, and overall strategy execution success rates.
The Emergent Approach to Implementation
Working alongside Dr. Pete Compo, we’ve developed the Emergent Approach to Strategy, which defines strategy as “the central rule of a framework, designed to unify all actions and decisions around busting the bottleneck to achieving the foremost aspiration.”
This approach helps teams develop practical strategy frameworks through collaborative tools like the Strategy Triad. Unlike many methods that need experts to translate them, these tools enable broad participation and create built-in ownership through involvement in the strategy creation process.
Getting Started
If your organisation is struggling to translate corporate strategy into functional and team execution, here are three practical steps to begin:
1. Assess your strategy’s decision-guiding power Gather a small cross-functional team and review your existing strategy document together. Ask each person to write down three specific decisions they’ve made in the past month and how the strategy influenced those choices. If team members struggle to connect their daily decisions to your strategy, you’ve identified a critical gap that needs addressing.
2. Identify a high-impact pilot area: Look for a team facing important strategic choices without clear guidance—perhaps a product team, regional sales unit, or operational function. The ideal candidate is a team that’s receptive to new approaches and whose success is important to overall business performance.
3. Create a safe space for framework development: Set up a workshop facilitated by Arkaro with the selected team. Even a half-day session can yield valuable insights. Using our collaborative approach, we’ll guide your team to identify their specific bottlenecks to achieving corporate objectives, then help them develop practical strategy rules that address these bottlenecks while connecting directly to your corporate objectives. This co-creation process ensures both alignment with overall direction and ownership by those who will implement the strategy.
These steps don’t require major organisational changes but can create momentum for more comprehensive strategy implementation. The key is to start small, demonstrate value quickly, and build strategic thinking capabilities from the ground up.
